imageISLAMABAD: Chief Justice of Pakistan (CJP) Justice Anwar Zaheer Jamali on Monday vowed to make the Supreme Judicial Council effective for hearing complaints against superior courts, being filed under Article 209 of the Constitution.

Addressing a ceremony held to mark the new judicial year, the CJP said democracy was based on the distribution or powers among institutions and this ensures balance. There should be a democratic structure under which power is with the elected representatives of people.

"In the Supreme Court Human Rights cell, 26,731 complaints were received wherein 280,034 applications have been disposed of. The pending complaints in Human Resources cell are 11,002," the CJP said, addressing a ceremony on the beginning of the new judicial year 2015-16.

He said 24,000 cases were pending in the apex court in September 2014 and during last year as many as 17,000 new cases were filed and around 600 cases were restored. The Chief Justice said the court disposed of 15000 cases during last year and around 26,000 cases were pending.

In view of the principle of self accountability, Jamali said, "the policy of self accountability should not be one sided as the bar should also adopt the same principle and decide all complaints against lawyers as well."

Further, he added the judiciary was well aware of issues pertaining to the delay in disposing off cases and it would be included as a top priority to dispose of cases at the earliest.

The CJP said according to Islamic interpretation, the principles of democracy, tolerance and social justice should be followed.

Chief Justice Jamali regretted slow decisions in cases and said, low-income groups had to wait a long time for justice. He emphsised, the judiciary should try to ensure the speedy disposal of cases.

The CJP remarked that the sit-in was a reason for delay in cases as lawyers and litigants had problems reaching the court for several months.

CJP Jamali said due to public interest the full court was formed in constitutional amendment case which affected hearing of other cases.
