The Capital Development Authority (CDA) have decided to develop E-12 Sector before restarting the controversial D-12 Sector as Interior Ministry has sought working paper from the CDA for formal approval to kick-off the project, sources told Business Recorder here on Wednesday.
A senior official in the CDA said that the working paper would be finalised within a week for seeking Interior Ministry's formal approval.
The prime objective of developing E-12 is that it was located before D-12 due to which it is not possible for the authority to initiate uplift work on D-12.
The CDA also made arrangements for awarding much-delayed Rs 286 million compensations to more than 150 victims of D-12, the sources said, adding that the authority had already given payments against their land.
This was decided at a meeting presided over by member administration, CDA and was attended by Land and Rehabilitation director and law consultant here on Tuesday, the sources said.
They said that the development work was expected to start by the end of next month or mid March after getting a go ahead signal from Interior Minister Makhdoom Syed Faisal Saleh Hayat.
The victims would also be awarded residential/commercial plots in other sectors of the Capital to be developed later.
The development cost of the much-controversial D-12 sector has shot up by 500 percent owing to delay in the initiation of the development work on the project, the sources said.
The estimated cost for the project was initially Rs 788 million, which has now touched Rs 4 billion, the sources added.
The disputed land in villages Siri Saral and Pind Sangrial, presently known as Sector D-12 and E-12, was acquired by the CDA at less than Rs 100 per kanal (600 square yards) in 1954.
Nearly 938 acres of land were acquired against the cash compensation of Rs 267 million, which had been paid as per the authority's policy under the CDA Ordinance 1960.
In addition, 1,200 residential plots and six agriculture plots of 2.5 acres each worth Rs 450 million were allotted to the affected people, the sources said.
The villagers of Siri Saral and Pind Sangrial were now demanding double benefit against their land acquired by the authority.
Some four months back, the interior minister had ordered to constitute a high-level committee for reviewing the demands of D-12/E-12 residents regarding the award of compensations in lieu of residential or agricultural land located in the area.
The development work on the project was earlier suspended owing to July 29 dispute between the villagers of Siri Saral and Pind Sangrial with the ICT police over non-payment of desired compensation and forced eviction from their native land.
The total area of Sector D-12 is 1,612 acres, of which compensation for 1,872 kanals were still to be paid, the sources said.
The CDA had already charged the development expenditure from the allotees, but the amount earned from the sale of the plots and development charges was spent on various other uplift projects.
It was learnt that the government wanted to provide Rs 2 billion, while the Capital's civic body was demanding about Rs 4 billion for the project.
The government of Pakistan Peoples Party (PPP) in 1988 had finalised the project for setting up D-12 Sector with the estimated cost of Rs 788 million.
