The Inspector-General of NWFP Police, Muhammad Raffat Pasha has called upon the police jawans to safeguard the human rights and come up to the expectations of the general public.
He said this while presenting his welcome address at a two-day seminar on "human rights and policing" at Kohat Garrison Club on Monday.
The NWFP police in collaboration with the Federal has arranged the seminar Ministry of Law, Justice and Human Rights.
The NWFP Police chief said that rights and duties were like two facets of a coin where there were rights there were bound to be duties as well.
He further said that no civilised society could deny the importance of basic human rights.
The IGP told the participants of that the history of the human rights reflected that with the emergence of religion, the concept of human rights took its roots, but Islam, by neutralising the discrimination on status, religion, language etc, become the first universal religion that prescribed observance of Islam as a way of life.
He revealed that other countries only mentioning human rights in its constitutions, while Islam laid great stress on safeguarding human rights.
He said that the rights, given by the Constitutions and laws, could be withdrawn at the time of emergency, while the rights given by Islam were perpetual and could not be withdrawn.
The provincial police chief further said that police had to perform very important and difficult duty of safeguarding the people.
Although arresting of criminals was their duty, they had to ensure that the basic rights of criminals were not violated. However, he expressed satisfaction over the fact that due to peculiar rich tradition and culture of the province, there are no concept of extra-judicial killing and other major complaints against the police.
The IGP maintained that there were many checks and balances on police force in the new Police Order 2002.
Right from departmental inquiry, judicial checks, public safety commissions and many more checks had been put on the police force, which would go along way in streamlining their duty and making them more responsible to the people.
Pasha opined that there were many instances of sacrifices of police jawans in the history of the police force in which they had laid down there precious lives during duty.
However, he said that it was a matter of great satisfaction that the present government had complete perception of the problems in difficulties of the force in the steps like Shuhada package allowances, raising of the salary of jawans, increasing its manpower and giving more incentives to the heirs of Shuhada were such examples to be mentioned.
He said that the police force would not disappoint the provincial leadership and would come up to its expectations by serving the people to the best of its abilities.
