Twelve people are still missing after the weekend roof collapse at a water park in Moscow that killed at least 25 people, Russian Emergencies Minister Sergei Shoigu said on Tuesday.
"Twelve people remain unaccounted for," Shoigu told a press conference, a day after rescuers called off their search for survivors saying there was no more hope of finding anyone alive.
"The clearing up of the rubble is continuing," he added, without saying how long it would take to complete.
"Shoddy construction and faulty management" of the Transvaal Park water sports complex was most likely to blame for Saturday's tragedy, the minister said.
Prosecutors have temporarily suspended the license of the Turkish company that built the luxury facility, Kocat Insaat, and launched a criminal inquiry against the firm.
