The members and the Nazims of new local government system are abusing their powers.
A worst precedence was set in Muzaffargarh district where a convenor of the District Health Committee, who is a right hand of the District Nazim tried to extort bribe of Rs 50,000 plus appointments of two workers from the Executive District Officer (Health), when he refused to meet his demand, he hired a maid, who alleged that the EDO (Health) sexually assaulted her and filed a writ petition in LHC Multan Bench on her behalf.
Then a case was got instituted against the EDO under section 10-7-79(3) of Zina Ordinance, but during investigation the complainant Mst. Shehnaz Begum denied the allegation and stated she neither filed a writ petition in the court, nor could she afford the expenses nor assaulted by EDO (Health) Dr Khanzada Aqueel Ahmed Khan.
Shahnaz (22) also said she never appeared before the police nor DPO nor High Court but police instituted a case under Zina Ordinance against the EDO (Health), while no medical report was attached with the case.
In fact, the District Nazim misused his powers, and got registered a case against the EDO (Health) to blackmail him and keeping him under his thumb.
Upon this she was produced before the court where she recorded her the same statement and the court allowed the police to cancel the case.
Maulana Kabir Ahmed Khan, chairman, Anjuman Khanzadgan, has appealed to the Punjab chief minister to remove the convenor of the District Health Committee, Muzaffargarh as Haji Muhammad Akram Dona, who is a notorious black-mailer, and bad reputed person, therefore, Maulana requested that chief minister should issue orders for the institution of a case against him under Qazaf Ordinance because he made an abortive attempt to defame and malign a noble family of Khanzadgan.
He threatened to commit suicide along with their family members in front of the Governor House if their grievances were not redressed.
However, Haji Akram Dona denied the allegation of demanding bribe of Rs 50,000 and jobs for two persons, saying he had no concern with the Shahnaz rape case.
He alleged that the EDO (Health) had paid Rs 0.5 million to the Shahnaz Mai for changing her statement.
He said Shahnaz Mai, wife of Fida Hussain Pirhar, is serving as housemaid at the residence of Dr Aqueel Khanzada, EDO (Health), Muzaffargarh where he forcibly sexually assaulted her on January 12, 2004.
She went to the police station, but police did not entertain her complaint then she moved a petition to the DPO Muzaffargarh, but no action was taken, consequently, she moved to LHC Multan Bench through a writ petition No 254/2004, and Mr Justice Muhammad Akram ordered the institution of a case against the EDO (Health).
