Satellite towns near big cities proposed to reduce congestion

The Association of Builders and Developers (Abad) has suggested development and promotion of satellite towns in the vicinity of big cities.
In a paper prepared by the association on impediments to the growth of housing, the association has suggested that making these towns self-sufficient as far as utilities are concerned, and also positioning of these towns near major industrial areas to reduce congestion within the cities.
The association further proposed that once building permits are issued in a scheme, it is implied that infrastructure would be available in that area, before occupancy.
Abad suggested that property taxes collected should be spent in the area, if not entirely, at least a substantial portion.
It is proposed that development of non-commercial infrastructure such as parks and playgrounds, should be done simultaneously to ensure occupancy of areas expeditiously.
Abad also suggested to standardise land documents throughout the country and computerising them with an interactive and transparent system.
The association has suggested that making laws pertaining to builders/developers in tandem with their advice so as to improve the image of builder/developer rather than making the law in total isolation, as in the case of SECP recent amendment in law.
