Since its inception, CNG Dealers Association is actively playing its role in improvement and development of CNG in the country being the representative of CNG dealers.
The efforts we have made in this field is not hidden by anyone. We are assisting the Government in its struggles to encourage and enhance use of CNG to save valuable foreign exchange and to make environment pollution free.
CNG also helping to eliminate poverty by generating enough jobs including engineers'.
The previous Secretary Petroleum & N.R., Mr Abdullah Yousuf tenure of four & half years proved much successful, due to his abilities and efforts oil & CNG industry made tremendous achievements especially in CNG, Pakistan is at 3rd rank in the world which is great honour for Pakistan.
We express our gratitude to the Govt. for exempting duties on import of equipment's & machinery which helped to boost CNG.
The Government is requested to further extend this exemption of 5% duty, going to be expired in June 2004. Regarding pollution, the big cities have succeeded to great extend and from safety measure point of view, Karachi comes first.
Restriction should be imposed on Rickshaws & taxis like Delhi, and they should not be allowed to ply on roads without CNG kits.
The Government attention is being drawn towards the problems & hardships of CNG stations and we request to solve them soon. These are some of them:
1.- To establish a CNG station, one has to obtain NOCs from many deptts. Like OGRA, City Government, Explosive, KESC, etc which should be minimised & made easier. If all NOCs are issued under one roof, it would be highly appreciated.
2.- KESC connection is toughest job, be made quicker & easier.
3.- Availability of fresh water should be assured.
4.- CNG stations get no co-operation from City Government, it takes 8 months to approve a station map, takes much for road cutting permission.
5.- To establish CNG stn. at existing petrol pump, 1000 sq. yds needed unfortunately if the plot is short of one yard, it is rejected.
6.- There should be no charges of City Government on conversion of plot from residential to commercial for CNG purpose.
7.- Road cutting permission from City Government for laying cables/pipes is also tough task, charges for road cutting are too much.
8.- According to previous Notification, Custom duty of 5% is exempted on Import of cylinders used at CNG stations but it is being charged.
9.- Cylinders being imported & fitted be made responsible for their Certificates too.
10.- Car manufacturers be constrained to manufacture 25% of their Production, CNG kit fitted cars.
11.- Government should convert its vehicles to CNG reduces expense/pollution.
12.- Gas testing equipment's be exempted from duty to enable to check at stations will strengthen safety measures.
13.- CNG stns. need 150 KVA generators should be exempted from duty like 250 KVA generators.
It would not be irrelevant to express our concern over illegal business of LPG in which sub-standards & uncertified LPG cylinders are used, it is rapidly increasing, putting human lives in danger.
The media without knowing facts put blames on CNG which adversely effecting business. These are our grievances for which we will request the Govt. to give attention & solve them.
