The Home Department, Punjab and Provincial Police Officer once again come face to face about the pending inquiries against Deputy Superintendents of Police (DSPs), it is learnt reliably.
49 departmental inquiries have been pending since 2001 against ill-reputed
DSPs with the charge of corruption, embezzlement of official funds, fake encounters, high-handedness, misuse of authority, mismanagement in Home Department.
But after the promulgation of Police Order 2002, the Inspector General of Police was given the status of Ex-officio secretary with administration and financial powers. He started to use the designation of Provincial Police Officer (PPO) besides exercising the powers of transfer and posting of Superintendents of Police (SPs) and SSP, the sources said.
Before the enforcement of Police Order 2002, he had no authority to conduct inquiry against DSP, and the same was processed in Home Department under the supervision of Home Secretary.
After the enactment of PO 2002, PPO was given the powers to proceed the departmental inquires and promotion from Inspector to DSP, it is further learnt. Now, he is the chairman of promotion committee, while two DIGs, Deputy Secretary Regulation S&GAD and DS Police are members of it.
Now the rift between Home and Police was developed for getting these inquires, an officer requesting for anonymity disclosed.
These were against Raja Zafar Iqbal DSP Special Branch (SB), Zaheer Ahmed SB Rawalpandi, Muhammed Saleem Maan DSP Range Crimes Dera Ghazi Khan, Muhammed Fayyaz Mehmood Lodhi SDPO Jand Attock, Abdul Latif DSP Legal (compulsory retired), Muhammed Tufail Wattoo SDPO Layya Sadar, Muhammed Anwar Bhatti DSP, Karim Baksh SB Rawalpandi, Mukhtar Ahmed DSP Sadar Mianwali, Jehan Khan under arrest NAB, Ghulam Abbas DSP, Abdul Majeed Kiani SDPO Fateh Jang, Muhammed Aslam (dismissed), Muhammed Ashfaq DSP, Sikander Zulqarnain DSP SB, Sardar Muhmmad Maqsood SDPO Rawalpindi, Atiq-ur-Rehman SDPO Piplan, Muhammed Zaman DSP, Tufail Hussain Mirza DSP investigation Gujaranwala, Naeem-ul-Hassan, Ghulam Qasim Niazi DSPHQ Pakpattan, Mushtaq Ahmed, M Ashraf DSP Legal Rana Munawar Hussain SP Investigation Lahore, M Saeed Awan SDPO Pind Daddin Khan, Yar Muhammed Doger SDPO Investigation and Raja Zafar Iqbal.
While two inquires against each are pending Ghulam Sarvar Warriach, Ch Asghar Gujar, M Qayyum DSP legal Sheikhupura, Rana Sarfraz Ahmed DSP legal Rahim Yar Khan, Irshad Haider Tarar OSD Sikander Hayyat, Ch Muhammed Younas DSP P. M House. Arshad Anwer Cheema DSP SB, Syed Wallayat Hussain DSP/HQ Sialkot, Jansaud Raza and Mukhtar Ahmed.
Home department is not willing to shift these inquires while PPO has wrote a reminder No 1901/ DISC-1 to Home Secretary for sending these to him, another officer told PPI for anonymity disclosed Home department claimed that the inquiry officers were nominated in almost cases. In some cases the defaulter police officer and the complainant have recorded their statements. In some cases the witnesses have given their evidences and some inquiries are near to finding and it is not possible to shift from Home to PPO, an officer of Home Department maintained.
Shifting would give a chance to accused officers to prove their innocence by giving justification, an officer claimed. But PPO claimed, the police order 2002 has given him powers to conduct these inquiries and Home Department should hand over these for further proceedings.
It is particularly mentioned that during this tussle, four DSPs have been retired from services while one Rana Munawar Hussain has been promoted as Superintendent of Police and performing as SP Investigation Lahore while others are posted on key seats.
