The Islamabad Excise and Taxation Office (ETO) has sent a draft to President Pervez Musharraf, seeking necessary amendments in the Motor Vehicle Ordinance (MVO) 1965 for issuance of computerised registration numbers to vehicles in the Federal Capital, Business Recorder learnt on Saturday.
National Database and Registration Authority (Nadra) will provide technical assistance and impart networking training to ETO staff enabling them to successfully run the pilot project in the capital territory, source said.
Currently, the ETO Office issues vehicles registration numbers (IDN series) to the applicants on temporary basis, sources said.
They said that the amended draft of MVO 1965 was dispatched a week back, which may take more about two weeks in promulgation.
Sources said that ETO has planned to issue a computerised 3-digit 'chip' containing complete data of vehicle for registration. Hence they would be bound to install this chip on windscreen for security purposes.
The number plates will be the same as introduced by the provincial governments of Sindh and NWFP. However, a series would be specified for official departments.
Once the computerisation is completed, the ICT Administration will declare a cut-off date for those who fail to register their vehicles under the new system, sources said.
Auto-read machines will be installed at main entry points of Federal Capital to check the unregistered vehicles after expiry of set deadline. Nadra is likely to start networking by the end of May.
The ETO department handles around 15,000 cases annually, of 6,000 are new registrations), earning approximately Rs 170 million.
Under the proposed plan, buyer of vehicle will provide the documents (VIN) of seller to E&T department along with owner's identification papers.
ETO will electronically verify Owner Identity and VIN and issue a Vehicle Owner Registration Card. The whole registration of vehicle would be completed the same day.
Vehicle registration plates can be collected by the new owner within a week, sources said.
Nadra's Network and Data Warehouse infrastructure will be used to provide connectivity and information access on nation wide basis, which would help law enforcement agencies to track criminals involved in car theft cases.
Sources said CBR would provide information on all imported vehicles for the issue of VIN. Any existing vehicle import data available with CBR will be used to validate existing imported vehicles in future transactions.
Nadra will be authorised to interface with relevant authorities for verifying authenticity of owners.
NADRA will charge a fixed fee for any user and all owners who have current registration will be required to get the new Vehicle Owner Registration Cards.
Under the new system it is proposed that the authenticity of owner would be verified from the relevant departments as part of the application verification process.
