The current president of Iraq's US-appointed Governing Council said on Friday he could not attend an Arab summit in Tunis because of a busy schedule in the run-up to a transfer of sovereignty to an Iraqi government.
"We are heading towards a critical time in the process. That's why I could not go," Ghazi Ajil al-Yawar told Reuters.
Yawar did not say who would attend the May 22-23 summit in his place. Fellow council member Mahmoud Othman said Foreign Minister Hoshiyar Zebari would attend.
Iraq's US-led administration is due to hand sovereignty to an unelected Iraqi government on June 30.
