Founder Chairman of the Citizens-Police Liaison Committee (CPLC) Jamil Yousuf has stressed the need for making investment in security by the corporate sector as well as by the government to ensure safety of life and property of the people.
Addressing a seminar on Corporate Executive Security, organised by the Management Association of Pakistan (MAP) here on Thursday, he said that the satellite vehicle tracking system had proved very successful in apprehending culprits of the kidnapping for ransom and securing the release of the victims.
He advised the companies and individuals to keep close liaison with the police, which could do a great help at times of emergency if the department knew the credentials of the persons involved in the crime.
Giving useful points for security of vehicles and persons, he suggested installation of vehicle alarm system, and added the latest satellite vehicle tracking system not only ensured safety of the vehicle, but also cared for the security and safety of the family.
"When approaching a parked car, ensure that no suspicious persons are around and always park your car at a busy place and avoid sitting in the car at roadside or shopping centres," he said.
For home security, Jamil Yousuf advised people not to display their names on the gate of their houses, and suggested installation of auto lock system at the gate and doors, connected to a speaker system, closed circuit TV around the house and the entrance porch.
Guards should be positioned on terrace with sensor lights activated around the house, he added.
About the personal security, he said that the banks and moneychangers' places were always the favourite places of the criminals. "They may be observing you while standing right beside you when encashing foreign currencies or cheques," he said.
"Immediately leave the area after withdrawing money through ATM as you can always count the money later in the safety. Never carry the jewellery, taken from a bank locker in a purse and instead wear the same on person. Observe the outside area before leaving the bank and if you are intercepted by some body immediately hand him your purse," he suggested.
The former chief of the CPLC further said: "In case of kidnapping for ransom, give the kidnapper your residence telephone number having caller ID and name to contact for negotiations. Be calm and family must inform the police on 15 or CPLC 021 111-222-345 immediately for assistance. Father and son should not travel together to work. Also do not carry a cheque book," he said.
He analysed the killings of some prominent personalities, which was result of sectarian hatred, strict policies about workers and to create unsuitability in the country. In this case, he cited examples of murders of Hakim Said, Shaukat Mirza and attempt on the life of President Pervez Musharraf and the Corps Commander in Karachi.
Non Muslim non-governmental organisations (NGOs) and missionary organisations and churches were popular targets of the killers, he said.
Jamil Yousuf stressed the need for installing cameras in mosques and Imambargahs as well as the use of metal detector at the place of worships to prevent sectarian carnage.
He described the profile of suicide bomber, which, according to him, will be a beardless person, and he would not enter the building inscribed with a Kalima.
The Additional Inspector General of Sindh Police Asad Jhangir told a questioner that it was difficult for police to intercept a snatched vehicle unless it was fitted with a tracking device.
He further said that it was also difficult for the police to provide protection to citizens in the events of riots sparked suddenly, and stressed the importance of digital equipment's like computers and mobile phone in tracking the notorious criminals.
In this case, he cited the apprehension of the killers of Daniel Pearl.
