To facilitate importers and exporters, the Central Board of Revenue (CBR) has announced new jurisdictions of collectors of customs working under collectorates of appraisement, preventive, exports and model collectorate of customs, Karachi.
In this regard, the CBR has amended the SRO.41(I)/2000 through an SRO.542(I)/2004 here on Wednesday.
Model Collectorate of Customs, Karachi, would deal with all customs work of import and export of cargo, baggage, transit, transshipment, warehousing, ship clearance, boarding and rummaging and monitoring of gates including anti-smuggling and drug enforcement functions through the Karachi International Containers Terminal.
Model Collectorate would be engaged in maintenance of centralised data regarding particulars of survey certificates for Karachi in the form and manner and to the extent as may be prescribed from time to time.
Maintenance of centralised data regarding particulars of licences of agents for Karachi to the extent as may be prescribed from time to time and maintenance of centralised data regarding particulars of licences granted to warehouses for the whole of Karachi and for private warehouses of Pakistan.
Collector of Customs (appraisement), Custom House, Karachi, would deal with all matters including imports, transhipment, transit and warehousing relating to Customs House, Karachi, Karachi Port and Al-Hamd International Containers Terminal but excluding the work assigned to Model Customs Collectorate, Karachi, Collectorate of Customs (preventive), Collectorate of Customs (exports), Bin Qasim Port, Karachi.
Collector of Customs (preventive), Customs House, Karachi, would deal with all matters relating to the following in the Civil Division of Karachi, the Customs House, Karachi Port including Fish Harbour and AICT, Postal Appraisement at GPO, Karachi, Ibrahim Haideri, the Pakistan Customs Waters, Quaid-e-Azam International Airport, Karachi, Faisal Airbase and Masroor Airbase, Karachi, Lasbella and Thatta districts but excluding the Karachi International Containers Terminal, namely:
Preventive Divisions at East and West wharves; unaccompanied baggage sections at East and West wharves and N.M.B. wharf; passenger traffic at East and West wharves; anti-smuggling organisation; drug enforcement cell; Postal Appraisement Department; Duty Free Shops, work at the Quaid-e-Azam International Airport Karachi, relating to imports, warehouses operated or owned by airlines, accompanied or unaccompanied baggage, international passenger traffic and related preventive work; bulk oil imports and diplomatic bonded warehouses.
Similarly, Collector of Customs, (exports), Customs House, Karachi would handle all matters relating to the following in the Civil Division of Karachi, Customs House, Karachi Port, Bin Qasim Port, Karachi, Quaid-e-Azam International Airport, Karachi, but excluding Karachi International Containers Terminal, namely:
E.G.M. Section, Customs House; Export Rebate Section; Manufacturing Warehouses (Open Bonds Scheme); Manufacturing Bond Group; Industrial Survey Section; Export Processing Section, West Wharf excluding Karachi International Containers Terminal; Export Processing Section, East Wharf; Export Processing Group, M.I. Yard; Export Processing Zone, Landhi; Export Processing Group at the Quaid-e-Azam International Airport, Karachi; Duty and Tax Remission for Export (DTRE) scheme; temporary importation and all other matters relating to export work.
