PQA implements ISPS code: uncertified ports to undergo stringent security checks
The security plan for the Port Qasim Authority (PQA) has been approved by the government of Pakistan and the same has been implemented by the PQA from July 1.
Those ports, which are not International Security for Ports and Shipping (ISPS) Code certified by the deadline, their export cargo would be subjected to stringent and extraordinary checks on major ports.
This would result in unpleasant and unwanted delays in delivery of the consignments, thus effecting Pakistan's trade.
After the implementation of the ISPS code, the access control into the port facilities and onboard ships are strictly controlled and the security levels would be maintained at all times subject to prevailing security situations.
THE FOLLOWING WILL BE ACCESS ALLOWED IN EACH SECURITY LEVEL:
SECURITY LEVEL 1: All port users are required to present original National Identity Card (NIC), the PQA restricted area passes and government cards.
SECURITY LEVEL 2: Production of the CHCs with the PQA passes and CHC labourers with the CHC original cards, casual visitors and labour with original NIC must for the shipping agents for access to the Qasim International Container Terminal (QICT) and edible oil terminal.
SECURITY LEVEL 3: The PQA, Federal Investigation Agency (FIA), customs officials and law-enforcement agencies and services are required to produce valid original passes/cards.
THE FOLLOWING PROCEDURES IS TO BE ADOPTED:
(a) Entry to ship will be strictly regulated. Only authorised personnel or representatives of concerned organisation will board the ship. List of these personnel along with their requirement on board are to be forwarded to PFSO at least 24 hours prior to arrival of the ship.
(b) Delivery of ships' stores will be subjected to security checks.
(c) No vehicle or parking is allowed on the berth.
(d) Access to the birth will only be allowed to the bona fide personnel, who are required for the cargo handling.
The port security plan has been forwarded to all the concerned staff/employees for smooth operation on the port.
