NWFP Chief Minister Akram Khan Durrani has said the power and authority become unruly when there is no check and balance mechanism, adding the new system should have the capacity to fulfil its functions and responsibilities.
He said the present district government system had certain lacunae because it does not correspond with the traditions of Frontier province, therefore, the provincial government would like to recommend necessary fine tuning to make it correspond with provincial traditions.
Durrani stated this while presiding over a high-level meeting regarding poverty alleviation, power and authority of the provincial and the district governments to resolve the differences amongst certain districts and towns. The Local Government minister, the chief secretary of the province, and others attended the meeting.
The chief minister said in the absence of accountability, no system can be workable, adding the provincial government was working on these lines, as he has taken all the members of the assembly on board in decision-making process, and wanted that the provincial resources flowing towards districts and grassroots level.
He said his government wanted the district government system to grow up because the elected representatives carry the confidence of the people, adding: "We should be honest and upright, and we should keep the national interest supreme. We cannot afford personnel interest, and there should be no differences between the district and the provincial governments, but both have to work within its defined jurisdiction because crossing the limitation create hurdles."
