Russia will send Deputy Energy Minister Andrei Reus as an observer to the September 15 meeting of the Organisation of the Petroleum Exporting Countries (Opec), the energy ministry said on Monday.
The ministry said in a statement it had also invited Opec's President Purnomo Yusgiantoro to visit Moscow's oil and gas show on September 26-28.
"Issues of stability and predictability of global oil markets, including fair oil prices, remain at the centre of these discussions," the statement said.
Russia is frequently represented as an observer at the producer group's meetings. Representatives of non-Opec producers often address the conference before it begins its deliberations.
At a time of very high oil prices Russia, which relies heavily on energy exports, can do very little to help Opec boost shipments and bring down prices as it has already increased production by more than 50 percent since 1999 to over 9.3 million barrels per day.
The world's second largest oil exporter after Saudi Arabia also argues that its export pipeline capacity has reached a ceiling and it cannot ship more crude to the West.
