Chief Election Commissioner (CEC) former Chief Justice Irshad Hasan Khan on Saturday called on Prime Minister Shaukat Aziz and briefed him about working of the Commission.
The CEC also discussed with Prime Minister the proposal for setting up Federal Election Commission Academy at Islamabad, for capacity building of the officers and staff of the Commission He said the Academy should be established at the Election Commission Secretariat with no extra financial burden on the state exchequer and initially the entire expenditure would be met from within the sanctioned budget of the Commission.
The CEC also presented a book "A Brief Survey" on Conduct of General Elections 2002 to the prime minister.
The prime minister thanked the CEC and said the book was very instructive, precise and covered every stage of 2002 General Elections in lucid terms.
He appreciated the initiative taken by the CEC to strengthen the capacity building of the Commission.
The prime minister said democratic processes had two distinct elements, political process and the electoral process, therefore Election Commission had to play important role in democratic system.
The CEC said it was the job of the Commission with support from the constitution and the law that electoral processes were kept as distinct as possible from political processes.
He explained that under Article 220 of the Constitution, it was the duty of all executive authorities in the Federation and in the Provinces to assist the CEC in the discharge of his functions.
The CEC said Commonwealth Secretary General Donald C. Mckinnon also had written to him that the Commonwealth could assist Pakistan Election Commission to enhance its capacity in advance of the next General Elections. The CEC also explained to the prime minister that performance of the officers and staff of the Commission would be re-evaluated after every three months under his over all supervision.
