The Collectorate of Customs (preventive) has warned the ship agents of serious action, including cancellation of their licence if they do not carry out their business in accordance with law and to the satisfaction of clients.
The Additional Collector of Customs (Preventive) has said in a circular that the department has received complaints from various stakeholders that the shipping Agents are indulging in practices contrary to the intents and purposes for which they have been licensed.
THE COMPLAINTS GENERALLY PERTAIN TO THE BUSINESS AREAS AS UNDER:
-- They are not issuing delivery orders and gate passes to their clients in time, which resulted in delays in clearance of goods.
-- They are charging excess freight instead of declared freight on the bill of lading.
-- They are not unloading goods at the proper destinations/ports, claiming extra charges for unloading at wrong port/destination, which is no fault of the importers.
-- They are not releasing security money of the containers deposited by the importers.
-- They are claiming shifting charges from the importers for moving the goods from one port to another under the head of transportation charges.
The Collectorate asked the Pakistan Ship Agents Association (PSAA) and All Pakistan Shipping Agents Association (APSAA) to instruct their members to transact their business in accordance with law and to the satisfaction of clients otherwise the authorities would be constrained to initiate serious action, including cancellation of their licences.
