The garment exporters have urged the authorities to allow transfer of flexibility quota by exporters whose export orders have been cancelled due to some reasons. The Pakistan Readymade Garments Manufacturers and Exporters Association (Prgmea) Sindh Balochistan Chairman Dawood Usman Jhakura in a fax to Chairman of Quota Supervisory Council (QSC) said that a good quantity of flexibility quota would be wasted if exporters whose orders have been cancelled are not allowed to transfer the same to other exporters who have orders.
He said that the quota under question was blocked and was treated as lapsed in the Category Pass Books of the exporters who were likely to undergo double loss in addition to the one incurred through cancellation of orders.
This is the last year of quota and no quota transaction will be effective after December 31, 2004. It is high time that quota rules about transfer of all flexibility quotas may be reviewed so that large quantities of quota may be saved from going lapsed and utilising the same for boosting country's exports.
Dawood strongly urged the QSC chief to allow re-transfer of the flexible quota under the same transfer form and utilise the same for increasing country's exports.
The Prgmea zonal Chairman in another fax has asked the QSC Chairman to urgently release at least five percent over-programming in Category 6 for EU to help exporters fulfil their pending export orders.
He said that a careful study of the export trend in Cat-6 during the past six months showed that about ten percent of the quota in this category might remain unutilised by the end of 2004, the last quota year. An urgent action is needed to save the quota going waste in this category which can be easily utilised for boosting exports, he added.
