The NWFP Chief Minister Akram Khan Durrani has directed for the establishment of departmental inquiry committee in the case of Yasin Khalil Town Nazim-III on the recommendation of the 20-members Jirga of Nazimeens of Union Council and Towns of Peshawar.
The Jirga led by District Nazim Azam Afridi pleaded that a departmental inquiry should be initiated to probe the charges levelled against Yasin Khalil that met the chief minister at Frontier's House, Peshawar on Monday morning. Senior Minister Siraj ul Haq and Minister local government and others also attended.
The chief minister said that consultations and taking every body on board is such a style that brings beauty to democratic dispensation. Unfortunately in the district government system that should have been fine-tuned to be responsive to the will of the people, stayed as a basket of experimentation.
Nobody in the district governments' dispensation knew of his powers and responsibilities and when one stays oblivious about his duties and powers, there is likelihood of misuse of power and shirking responsibilities and in our country we are witnessing this drama. The chief minister wished we should realise our weaknesses as to why we lacked the responsibility to respond to the damage control and make the end results acceptable to all.
He said that those who chosen this devolution thing for the people of Pakistan were either alien or belonged to the upper class and they had knew nothing of the ground reality and the different traditions of different people in our country. However, now we should support this devolution thing because a lot has been spent on the subject. Our own condition is different than other provinces. The people of our province are magnanimous and respect each other in politics. They by themselves would be in the forefronts to check excess on hapless.
Durrani said that in our rule no one could have any sort of injustice. We believe that rules and regulations are equally implemented and no one should be discriminated at any stage. We have to respect the interest of the people because we represent them and that is the essence of democratic dispensation.
He said that it was the people interest that the MMA government decided to fight for the provincial rights because it was the people's rights and we cannot compromise on them. Since we have been chosen by the people to represent them and protect their rights therefore, we would never be reluctant to go to any extent that is the base of our politics.
He also added that we have been respecting the difference of opinions because it is one of the factors that strengthen democracy therefore, everybody wanting to be in the system should have strong character. He said that there are certain elements that wished to strike at our relations with the people and create doubts in their minds but they would not succeed. We would succeed even to get the rights of the province. We would never interfere in the affairs of others nor would like any body to interfere in our own affairs because we can not compromise on the power and authority that is the sacred trust of the people.
He said that difference of opinion is a natural phenomenon in politics and democracy but there is always a way out to settle all these problems. He asked the jirga that they should prove to be a personification for others to follow. In the field of politics one has to struggle and give sacrifices. He made it clear that every body having the consent of the people enjoys the requisite powers. He said there should be toleration and co-existence and the spirit to do justice.
Referring to the beautification of Peshawar City, restoring its past grandeur and developmental activities in the city, the chief minister said that there would be no paucity of fund if the district governments showed its capacity to undertake developmental activities. The provincial government has already given Rs 20 million for repair of roads and tube wells but these resources were still to be utilised and in the meanwhile the roads of Peshawar City gave a deserted look that is affecting the image of the government.
The chief minister directed to initiate work on the construction, repair and widening and beautification of road in Peshawar on emergency basis. He said that it is heartening to note that the resources are available but these were not spent on the public welfare that is injustice. He assured that provincial government would not spare any moment in providing colossal allocation for the beautification of Peshawar, the metropolitan city of frontier province.
The chief minister directed the government officials to respond to their responsibilities in a professional manner and directed to investigate as to why the resources provided to certain projects were not used. He also referred to the importance of initiating developmental schemes in Peshawar City and added that the development of the capital of the province would reflect positive impact on the whole province.
The chief minister said that his government has been working to lay down infrastructure to arrange water from Warsak Dam for the Peshawarites and necessary funding has been reflected in the ADP. He also added that the provincial government has given another Rs 20 million for improved drainage system for Hayatabad waste drain. He said the provincial government has approved another college for Peshawar.
On a point, the chief minister agreed to decide the illegal occupancy of government property in certain localities of Peshawar City soon. He directed to convene a meeting soon after Eid-ul-Fitr that would bring forward concrete ideas for the developmental schemes and accelerated development of Peshawar. The chief minister assured that there would be no hurdle in this context.
He referred to some sort of erosion in the otherwise better law and order situation in the province and added that the SHO who demonstrated non-registration of cases would be proceeded against and suspended from service.
He said that the kidnapping of two Chinese engineers took place in tribal areas where there is no writ of the provincial government therefore, we need to contribute for better security in all the areas. He said any responsible government should have the responsibility of protecting lives and property of the people and this task could be made easier if every one in the society contributed in this regard.
Durrani directed the district governments to ensure that there is no vulgarity and obscenity in the city. We have already provided an SSP to undertake the drive against it. He also referred to the Nizam-e-Salat system and added that these good works should be carried forward and properly brought on ground. He said that we requested the chairman and members of the Reut-e-Hilal committee to sit together for observing Ramazan and Eid on one day because it would create national reconciliation and sectarian harmony.
Durrani said that during one and half year, the government recruited 9,000 PTC teachers and brought down the merit to the union council so that the locals could be recruited and that would give a spur to deterioration in the education standard because of rapid postings and transfers. We have sent a record requisitions to the provincial public service commission to recruit teachers in colleges.
He also directed to accelerate the process of completing the district safety commission and added that the provincial safety commission has been completed and therefore, the entire circles should stand completed as early as possible. He also directed to bring improvement in the Account-IV, an issue that have also been taken by the NRB to criticise the provincial government but he added that now there should be recommendations to bring an end to the complications raised out from the Account-IV under which the district governments could not use the resources of the union council.
