Azad Kashmir President Major General Sardar Muhammad Anwar (Retd) has ruled out any possibility of Indian occupied Kashmir solution through Indo-Pak bilateral talks, third party mediation would be essential for resolving the conflict between India and Pakistan, including the Indian occupied Kashmir issue. While addressing a national seminar here on Sunday, he said that the UN and US could play a role of an effective mediator for the solution of the Indian occupied Kashmir problem.
"History of both countries shows that bilateral talks always failed to resolve conflicting issues. All major conflicts between Pakistan and India were resolved through third party mediation. India was a difficult country and it would not easily agree on settlement without the mediation of an influential mediator" he added.
According to him, there might be a number of options for the solution of Indian occupied Kashmir problem but these options should not be discussed in media, as "it would adversely affect the ongoing negotiations. Demilitarisation of the Indian occupied Kashmir would help a lot in minimising the miseries of the Kashmiris. All political parties of Pakistan, including Kashmiri leadership, were agreed on the fact that Indian occupied Kashmir problem should be resolved through peaceful negotiations according to the UN resolutions.
The Azad Kashmir President was of the view that no one could impose any solution of Indian occupied Kashmir that goes against the interests of Pakistan as well as on Kashmiri people.
He said that in the changing environment of present world, militancy could not resolve Indian occupied Kashmir issue. The UN resolutions on Indian occupied Kashmir were still valid as it provides legitimacy to Indian occupied Kashmir issue, he added.
Senator S.M. Zafar said that options on Indian occupied Kashmir must be for both India and Pakistan or for none, and added that these options must include a timeframe.
He said that meetings between the Kashmiris of both sides must be encouraged and it must be agenda oriented to attain useful results. Time would come when India would realise the fact that solution of Indian occupied Kashmir was also in its interest, he added.
According to him, global changing environment could help in finding a solution to the Indian occupied Kashmir problem. A well known Kashmiri Leader Ghulam Muhammad Safi had said that solution of Indian occupied Kashmir must be peaceful, justified, long term and according to the wishes of Kashmiri people. Efforts must be initiated to get the justified solution of Indian occupied Kashmir instead of accepting the forced solution of Indian occupied Kashmir.
He demanded of the government to keep on supporting the Kashmiris' demand of right of self-determination.
Khalid Kharal, Pakistan Peoples Party leader, said that General Musharraf has no right to impose any decision about Indian occupied Kashmir problem. He said that the political forces of Pakistan would resolve the problem, and added that Benazir and Nawaz Sharif must be consulted on the matter.
Former Foreign Minister Sartaj Aziz said that all political parties opposed General Musharraf's proposals on Indian occupied Kashmir.
He said that Pakistan and India had been discussing a proposal of initiating referendum on districts basis in Indian occupied Kashmir and negotiations between Pakistan and India were improving on" Chanab Formula"" but at present, it is not clear that India stands with its previous position or not.
