The project implementation of Neelum-Jhelum hydroelectric power station of 969 mw capacity is of great national significance. Though it is a priority project as per WAPDA Vision 2025 as well as the power policy 2002, for which the feasibility study was completed as early as 1988, WAPDA has not yet been able to award the contract.
The Federal Minster for Water and Power taking notice of the inordinate delay had directed WAPDA, on November 25, to expedite work on the project, and had appointed NESPAK, reputed international consulting engineers, as the consultants for the project.
Simultaneously, NESPAK was directed by the Minister to complete formalities for international competitive bidding for the project within three months.
In a surprise move however, WAPDA issued Expression of Interest notice, published in the national press on November 30, seeking services of consultancy firms for the project in disregard to the Minister's orders. Nonetheless, the second day (December 1) WAPDA cancelled the said EOI notice through daily newspapers.
Can somebody in WAPDA explain as to what is going on, and who is responsible for mismanagement? Is WAPDA after all serious about implementing the project?
