The government has given proprietary rights to five slum dwellings of the federal capital under which these Katchi Abadies would be upgraded in the existing places, it was learnt on Thursday. Those slums where ownership rights have been given included G-7/1, 2, 3, G-8/1 and F-7/4 France Colony, source said.
The capital development authority (CDA) has started distributing forms among the slum dwellers for collecting information on family members, occupation, size and storeys of the house. CDA will charge over Rs 10,000 as down payment and Rs 500 monthly from those who wants to get the proprietary rights, official said. The civic body has fixed Rs 330 per sq. yards to Rs 1,000 per sq. yards for plots of 66 yards and above, official added.
The concerned directorate has provided No Objection Certificate (NOC) to Sui Northern Gas Pipelines Limited (SNGPL), Islamabad Electric Supply Company (Iesco) and other line departments of Islamabad district for connections. The planning wing of CDA has also made it clear that it would not regularise double storey houses and they have to demolish the second storey before getting the ownership right. The owners can also transfer their houses after getting the proprietary rights.
Under the CDA plan, the rest of the Katchi Abadies would be shifted to newly develop Urban Model Village near Ali Pur Farash within two year. Capital development authority has started construction of pavements/infrastructure at the new village and slums dwellers will be provided with all essential basic civic amenities including water, electricity and sui-gas on cheaper rates.
The federal government had directed the CDA to shift six Katchi Abadies out of 11 recognised slum dwellings to Ali Pur Farash under the Urban Model Shelter Village programme phase-wise within the set timeframe as these slums were hindering the Islamabad Master Plan and creating security problems for law enforcement agencies to guard foreign mission.
There are 11 recognised slums - Haq Bahoo Colony (IJ Principal Road), Esaa Nagri (I-9), Muslim Colony (Diplomatic Enclave), Benazir Colony (Dhok Najju), G-7/1,2,3 and F-6/2 & F-7/4 established in various sectors of federal capital since it was developed in 1960's.
