Prime Minister Shaukat Aziz has urged the civil servants to adopt a pro-active and result-oriented approach to enhance efficiency and output in the government departments, and be more responsive to the public needs. He was addressing senior government officials who called on him before leaving to attend an Executive Development Programme at the Harvard University USA here on Friday.
The Prime Minister further said they all had to prepare a civil service, which was responsive to public problems and take initiative proactively to resolve them.
Shaukat Aziz said the public expects the civil servants to deliver and that was what really matters. He said he wanted the civil servants to have a positive and serious approach and be able to change the status quo.
The Prime Minister urged the civil servants to change their mindset and be adaptive and try to absorb modern skills. He said there was emphasis on result-orientation and in the first phase the performance of the ministries would be reviewed next month.
He said the government wanted to provide its officers an opportunity to upgrade their capacity, improve their knowledge and have the ability to deliver through such training courses.
The Prime Minister said training was a continuous process and the rapid global changes required the need to learn new skill sets.
He said the country's education system needed a major revamping as Pakistan had one of the biggest skill gaps and there were very few individuals who had the requisite vocational training.
Shaukat Aziz urged them to project their country and work hard to improve its image and added their conduct would have a major bearing on how they represented their country.
He said every Pakistani proceeding abroad was the country's Ambassador and must act in a way, which created a positive image of his motherland.
To a question, the Prime Minister said Pay and Services Commission was working on a compensation package for the civil servants, but stressed in future it must also include reward on the basis of performance. He said we had to develop a system which penalises poor performance and rewards good performers.
