The import consignments would not be blocked for want of processing of installation and consumption certificates required for plants and raw materials imported without duty and taxes and clearance would be allowed on presentation of a copy of the certificates. The move, initiated by the Collectorate of Customs (Appraisement), is a part of the Customs Administration Reforms (Care) project, due to be launched in March next.
Appraisement Collector Azhar Majeed Khalid issued an order, providing that the bank Guarantee Cell would process all the cases within seven days of the receipt of installation/consumption certificates and, if found in order, would release the securities such as bank guarantee, indemnity bond and post-dated cheque immediately.
The order further provided that in case the official copy of the installation/consumption certificates was not received and the importer presented the copy of such certificates, the Bank Guarantee section Principal Appraiser would not block or unblock, if already blocked, the consignments of concerned importer for 15 days.
The Bank Guarantee section Assistant/Deputy Collector may extend this period for a further one month.
The order has been issued to mitigate the grievances of the importers arising from the blockade of current clearances of various importers due to non-feeding of the installation and consumption certificates, already issued, into the computer and delay in processing of such cases.
The order provided that, henceforth, all the certificates received by the Bank Guarantee Section from various collectorates would, after initial scrutiny, is fed into the computer the same day.
The consignments imported by such importers would not be blocked at all unless it was found that the installation/consumption certificates were not in accordance with legal requirements on the basis of processing, it added.
Under the present rules, the import of machinery and raw materials is allowed free of duty and taxes.
These goods are released by the customs on bank guarantee from the importers to the amount of prescribed customs duty and taxes.
The importer has to present an installation certificate of the plant and consumption certificate of the raw material imported under concessionary SRO within one year to get the bank guarantees released.
