China will continue to develop co-operation with Pakistan and other friendly countries, particularly in the non-traditional fields, said a white paper issued by the Chinese government. The 63-page white paper, the fifth of its kind since 1995, gave a detail review of China's defence co-operation with the foreign countries.
The strategic Sino-Pak partnership grew smoothly over the recent years, meeting their security requirements.
China's military carried anti-terrorism exercise with Pakistan army this year which helped to further strengthen co-operation between the two armies to improve the capacity of jointly combating terrorism.
The Chinese government attached importance to security co-operation in the non-traditional security fields with its friendly countries, the paper said adding, "It is imperative work together addressing both the symptoms and root causes and to adopt comprehensive measures."
According to the Chinese officials, the document reassured the world of its pursuit of peaceful development that would pose "no obstacle or threat to any one."
Observing that "peace and development remain the dominating themes of the times," the white paper said, "factors of uncertainty, instability and in-security are on the increase" in the global security situation.
"The separatist activities of the 'Taiwan independence' forces have increasingly become the biggest immediate threat to China's sovereignty and territorial integrity and peace, and stability on both sides of the Taiwan Straits and the Asia-Pacific region as a whole," the white paper said.
The white paper pledged that China would persist in taking the road of peaceful development and unswervingly pursue a national defence policy "defensive in nature." "China will never go for expansion, nor will it ever seek hegemony," it said.
It also revealed in detail the China's defence spending and how the money was used in the past two years. It said that China, whose GDP (gross domestic product) in 2002 and 2003 was US 1.26 trillion dollars and 1.412 trillion dollars respectively, only spent 20.57 billion dollars and 22.98 billion dollars respectively on national defence in the corresponding year. China's defence budget for 2004 was 25.50 billion dollars.
On the issues of arms control, disarmament and non-proliferation, the white paper said the proliferation of weapons of mass destruction (WMD) and their means of delivery had become one of the major factors affecting the international security situation.
China maintained that the international community should safeguard the international regime of arms control, disarmament and non-proliferation treaties and "persist in multi-lateralism," the paper said.
It added that China pursued a policy of not supporting, not encouraging and not assisting other countries to develop the WMD, resolutely opposes the proliferation of the WMD and actively participates in the diplomatic efforts of the international community to deal with non-proliferation issues.
