The Asian Development Bank will provide $450,000 for Punjab Irrigated Agriculture Development Sector project for technical assistance (TA). Under this TA, a consulting firm will be recruited that will have the following skills or specialisations besides irrigation and drainage design and engineering; hydraulic engineering; water users associations and irrigation management transfer; irrigation policy and institutions; integrated water resources management; agriculture; economics; social assessment and social safeguards; and environment.
The purpose of the technical assistance is to prepare an integrated irrigation rehabilitation project that addresses all levels of the irrigation system from head works and the barrage to field channels on-farm water management activities, drainage, and groundwater.
The rehabilitation project to be prepared will have substantial institutional strengthening and participatory elements that build from the reforms started under the National Drainage Programme. In addition, the Project may include agricultural support services to maximise benefits from improved water supply and management. Integrated water resources management concerns will also be addressed to ensure the sustainability of the water resource.
It is anticipated that the project will be prepared with and implemented in close co-operation with a provincial irrigation and power department.
The TA will include sector analysis; development of institutional reform options; technical studies and designs; creation of capacity development programmes; and development of detailed TOR for ensuing project activities.
