The learned views of M. Shafique Ahmed on 'the impassivity of KWSB' published in the columns of 'Business Recorder' dated 24-02-2005, portrays the true working culture of the KWSB, which are fully endorsed.
Of late, it has been observed that not only the concerned Deputy Director Taxes (RR) W-City Division but also the Director Taxes (RR) and MD-KWSB instead of taking remedial measures, altogether are purposely avoiding the installation of 'Water Reading Meters' on the main-lines to residential high-rise buildings in Scheme-36 Gulistan-e-Jouhar, Karachi.
The KWSB management with their impassive-attitude always tends to oppose the much-wanted fixation of 'Water-Meters' on one pretext or the other. They are misinterpreting the 'Government's K-3 Project' and give excuses to consumers to provide ambiguous-relief on water in the long run on the completion of the under-developing K-3 plan and thus gaining-time to prolong the postponement of installing 'Water Reading Meters' in ignorance of public-services for their vested-interests.
In fact, the 'Installation of Water Reading Meters' at main points connecting various high-rise buildings, has got nothing to do with the completion of the K-3 Project.
The under-going K-3 project may increase water supply but the fixation of 'Water-Meters' needs a few tools only to do the job. Water-meters universally used and in various Pakistani cities except Karachi, shall expose the under-ground activities of 'Water-Mafia' which is detrimental to both public & Government interest.
Therefore, the Hon'ble Governor and Ombudsman of Sindh are requested to kindly visualise the matter in realisation of the genuineness of the consumers problems and order at the soonest the installation of 'Water Reading Meters' to monitor the actual water-supply and its true billing, which is being done without any yardstick in an arbitrary-style and lawlessness.
The MD-KWSB should adjust the accumulated amount in the next bill of the fiscal year 2005-06, which was exorbitantly charged, accepted by the KWSB (published in the Daily Jang dated 14-01-2004) and already paid by consumers in previous-bills without the supply of quantified-water. If any amount thereafter remains in balance, it be refunded to consumers expeditiously.
