The Sindh Minister for Education and Literacy Dr Hamida Khuhro has taken serious notice of issuance of fake teacher training certificates and degrees by private teacher training institutes, and asked the concerned authorities to withdraw registration of those institutions. She issued the directive at a briefing on Bureau of Curriculum and Extension Wing (BCEW) Jamshoro at her office here on Friday. The BCEW Director Abdul Latif Siddiqui briefed the Minister about the working and problems.
Dr Hamida Khuhro observed the teachers' training had a key role to improve the standard of education. She directed proper activation of all the 25 Elementary colleges of Sindh, providing pre-service certification like PTC, CT etc courses to produce qualitative and efficient teaching manpower to enhance quality education.
She agreed to the up-gradation of the post of Primary School Teachers (PST) from Basic Pay Scale 9 to BPS 12 to diploma-holding teachers and said that incentive would enhance the abilities and qualities of teachers. Dr Khuhro agreed to the proposal for introducing three years Diploma course/Degree to Matric pass and one and 1/2 year diploma to intermediate pass candidates along with six month bridging course for PTC and CT holders to bring them at par with Diploma in education.
She pointed out the world agencies had described the standard of teachers' training and certification in education as of very low quality, adversely affecting the efforts to improve quality of education. She observed the mushroom growth of institutions in Private-sector, issuing certificates and degrees for teaching course, had caused the downfall. She called for changes in teacher certification and training modules.
To a query about changes in the curricula, the BCEW Director informed the minister that all powers to bring changes laid with the Federal Government authorities where provinces did have representations. Dr Hamida noted the curriculum did not provide innovative imagination to younger generation because some topics were repeated at various stages while many important and historical topics and national heroes had not been included, nor the culture and healthy traditions of provinces were highlighted. She intended to include rich culture and traditions of Sindh and national personalities in the curricula. The Minister of Education said she would raise the issue of allowing the provinces to bring changes in curriculum as per needs of province before the Inter-Provincial Minister's Committee and related forums at Federal level.
She also directed through revision, the curricula and teachers' training modules should include less theory and maximum activities besides introducing new trades. The BCEW Director informed the Minister that out of 1593 sanctioned teaching and non-teaching staff posts, 603 posts were lying vacant due to which the Bureau was not delivering properly. The Minister ordered start of process to make recruitment against those vacant posts, as Sindh government had lifted ban on fresh appointments.
