The Sindh government has increased quota for the disabled persons in the government jobs from one percent to two percent and is working on proposals to rehabilitate them in the mainstream of life that normal people lead. The provincial minister for law and parliamentary affairs, Chaudhry Iftikhar Ahmed, made this statement on behalf of the chief minister on Tuesday at the floor of the house and said that he had visited the agitating disabled persons and had assured them that their grievances would be looked into.
The disabled people had staged protest outside the Karachi Press Club to press for the acceptance of their demands including more chances of appointment in government jobs.
The Session of the assembly began smoothly at 10:30 am with Speaker Syed Muzaffar Hussain Shah in the chair.
Immediately after the recitation from the Holy Quran and presentation of Naat, the members offered prayers for the departed souls of those who had contributed towards the betterment of the society.
Since it was a private members day the speaker gave them liberty to express their point of views on different subjects, but took up the questions/answers session first.
After the question/answer session was over, members from the treasury and the opposition benches moved resolutions for the safeguarding rights of women.
On the suggestion of the speaker, the two sides agreed to present a joint resolution. The movers of the resolution Shazia Marri (PPP) and Farhina Ambreen (MQM) moved the House under rule 211 to relax all rules under the rule 103 and permit presentation of the joint motion. The rules were relaxed and the motion for safeguarding the rights and privileges of the women and to give them equal status in the society was moved.
The House unanimously adopted the joint resolution under huge thumping of desks.
After the adoption of the motion, Leader of the Opposition, Nisar Khuhro on a point of order raised the issue of 57 teachers, appointed on teachers' quota. He said that those teachers were on strike, as they had not been paid their salaries for the last nine months.
Provincial Education Minister Dr Hamida Khuhro said that she knew the situation well. She pointed out that these teachers were appointed against the teachers' quota and since the authorities found gross irregularities in their appointments, the finance department had not released their salaries.
Nisar Khuhro said that the finance minister was in the House and let us ask him the reason. But the finance minister found it expedient to remain seated without making any comment.
The education minister said that she had already met the agitating teachers and had assured them to solve their problems.
She said those teachers were being excited and encouraged to stage demonstrations against the government by influential leaders of the opposition parties.
Nisar Khuhro said that the present government appointed these teachers and therefore it was its moral and legal obligation to regularise these teachers and pay them outstanding salaries.
Chief Minister Dr Arbab Ghulam Rahim and his erstwhile Cabinet colleague and revenue minister Imtiaz Shaikh were conspicuous by their absence. The chief minister was reported to have gone to Islamabad but about Shaikh no one knew where he was.
