Asian Development Bank (ADB) is assisting the government of Pakistan to enhance the effectiveness of development projects through results based monitoring and evaluation system. A key component of the proposed assistance is operationalisation of project monitoring and evaluation system (PMES) software developed under ADB's ongoing technical assistance (650,000 dollars): Strengthening Portfolio Performance and Monitoring of Projects.
PMES is a project specific software, which uses systemic input of data at the project level on specified indicators to provide the concerned departments/agencies (planning commission and provincial planning and development departments) with an indication of the extent of progress, achievement of development objectives, and progress in the use of allocated funds on quarterly basis.
PMES is designed to be flexible enough to capture diversity among ADB, government and other donors financed projects. With the government's support and guidance, after having the system design - development completed, ADB sought government's assistance to overcome bottlenecks currently present in PMES operationalisation, such as necessary resource support to handle system/software and data inconsistency in project documents.
Furthermore, it will assist in preparing annual targets for implementation, improving level of commitment at various government tiers and allocating resources for additional technological infrastructure. ADB was firmly committed to operationalising the PMES at the earliest and in this regard looked forward to work closely with the ministry of finance, planning commission and provincial planning departments. Once operational, PMES will help government strengthen its monitoring and evaluation processes for effective implementation of development projects.
