Dr A R Kemal, Director of Pakistan Institute of Development Economics (PIDE), called for early computerisation of record of land as without it the people, buy plots that had already seven to eight owners and sometimes had no physical existence. Addressing a seminar on "Housing Schemes and National Economy" organised by Pakistan Education Forum (PEF). Dr A R Kemal, Director of PIDE, said the prices of the houses were going up after 9/11 as the all those who were abroad wanted to buy a plot in the country.
Dr Kamal added most of the housing societies were working without any N. O. C. or legal permission of the Capital Development Authority (CDA). The fake societies were robbing the people with both hands, he added.
The speakers called for the immediate implementation of master plan and imposition of wealth tax to curtail the fake housing agencies. Owning of more than one house should be banned to ensure low prices of houses.
The multiplication of the prices should be stopped and should bring them at reasonable level, he suggested.
Unluckily, he said, the concerned departments were busy in shifting the responsibility for ending the fake housing societies, instead of shouldering it.
There were some lands that had no entitlement the government should own such lands and should distribute among the poor, he suggested.
Among the speakers was an engineer Sarfaraz who alleged that some officials had joined hands with the fake housing societies and had grabbed lands.
"I came to Pakistan but I was totally bankrupted by the hands of the illegal housing societies and now can fight against them only at the risk of my life as they enjoyed the support of the mighty people," he said.
This was not a social problem, he said rather an economic problem and the government should evolve policies to redress it.
The Ministry of Housing should provide master plan and ban such housing agencies working without any N.O.C. he said and added the transfer of at the lower level had aggravated the problem, as Nazims and others were not educated to solve this problem.
