Despite finalising the deal with the affectees of sectors I-14, 15 and 16 to get acquisition of land allocated for construction of service road, the CDA has been facing stiff resistance from the villagers, sources said on Thursday. Another bloody clash in these sectors like D-12, E-12 is also being feared if the issue was not settled amicably.
In the February last, government struck a 'package deal' with the affectees of much-delayed I-14, 15 and I-16 sectors.
The sources said that CDA Enforcement Directorate has started operation in I-14 on Wednesday night to demolish illegally built houses at the service road, which took an ugly turn and left several people critically injured from both sides.
The CDA said that villagers have now started building houses at the service road to get double benefit against their Built-up Property (BuP) despite signing the agreement that no claim after the deal would be entertained. It was also reported that villagers were divided into two groups over the compensation issue as well as changing the design of the service road.
One group is defiant that service road should not pass through the area where the oldest graveyard of the area is located. While the other faction is reluctant to a change in the service road route to protect their vested interests, the sources added. The CDA had conducted survey of these sectors in 1990. It may face huge financial loss in case it revised the route of service road.
It was also observed that the non-genuine affectees who had the backing of land mafia started construction in the said area to get plot and cash compensation against the BuP. Under the agreement inked between the villagers and CDA, the native residents of these sectors (service road) would be able to get the plots against their Built-up Property (BuP) in the form of houses whose names had already been listed in the first awards earlier announced in 1979.
Any land-holder that has reached the age of 18 on 31-12-2004 would also be given plot against the BuP provided the owner of the said land is a permanent resident of the village from forefathers. Over 300-sq/ft. covered area is mandatory against BuP for getting the plot. The widows would also be allotted plots of the same measurement as per hereditary right. Over nine thousand affectees would be compensated to acquire 2300 kanals of land for service road.
It may be recalled that Prime Minister Shaukat Aziz may inaugurate the opening of I-15 Sector for low-income groups on April 7.
