The Provincial Development Working Party (PDWP) has approved the concept paper of "Sindh Coastal and Inland Community Development Project" being executed by the Sindh Coastal Development Authority (SCDA) at a total cost of Rs 48.840 million. The project will be implemented in 11 months commencing July, in the Districts of Thatta and Badin and coastal areas of Karachi. The project cost has Asian Development Bank share of Rs 39 million, while Sindh Government share is Rs 9.840 million.
This project is in pursuance of ADB' s fact finding mission, which visited Sindh and coastal areas of Thatta and Badin districts from September, 28 to October 9, 2004 to develop a Project Preparatory Technical Assistance (PPTA) for Sindh Coastal and Inland Community Development Project.
The proposed technical assistance will focus on institutional requirements for project investment and identify investment components for rehabilitation of roads, jetties, village infrastructure, community development and micro credit, etc.
The investment in the projects will be identified on the basis of subject feasibility study of Policy and Institution; Natural Resource Economist; Coastal Resource Management; Coastal Fisheries Infrastructure; Rural Sociologist/ Community Development; Gender and Development; Coastal Environment; Rural Infrastructure; Enterprise Development; Farming system/Crop Development; Fisheries/Aquaculture; Coastal Institutions and Policy; Geographic Improvement; Alternative Energy; Hydogeologist; Oilseed Crops; Marine Fisheries; and Mangroves Development.
The PDWP also approved setting up of a Steering Committee to be headed by the Additional Chief Secretary Planning and Development Ghulam Sarwar Khero, with Coastal Development Authority Director General Munawar Opel as its Secretary.
The Secretaries of Planning and Development, Finance, Forest and Wildlife, Works and Services, Fisheries and Livestock, Culture and Tourism, Local Government, Public Health, Irrigation and Power, Agriculture, Environment and Alternate Energy Departments plus DCOs of Karachi, Thatta and Badin Districts will be its Members.
In the light of PPTA, the schemes will be prepared for economic enhancement of coastal inhabitants of the three designated districts for which ADB has allocated dollars 50 million for 2006.
