This is a moment of immense happiness and pride for Central Board of Revenue. Today by the grace of Almighty Allah, we are celebrating the launching of Pilot Project of Customs Administrative Reforms (CARE). These distinctions are not easily achieved and are the result of relentless dedication of the officers and staff of the Central Board of Revenue.
Pakistan Customs has indeed come a long way since its days of early computerisation in 80's. Central Board of Revenue being fully cognisant of the changing times and needs has focused its attention on reforming this organisation and accorded top priority to the task of restructuring and revamping the tax machinery.
Central Board of Revenue is consistently pursuing one single goal: to facilitate the trade for the progress and prosperity of nation.
I am proud to say that with the development and implementation of Pilot Project of CARE at KICTL, Pakistan Customs will transform into a service oriented, modern and efficient organisation that will benefit the economy. The Central Board of Revenue strongly believes that the government and private sectors are important vehicles for economic growth, global integration, infrastructure development and promotion of industrial and commercial activity. By implementing the Customs Administrative reform Project, Customs will largely succeed in translating this into reality.
Customs understands that it has to provide quality service to its customers so that their satisfaction level is met. At the same time, Customs expects compliance from traders and is willing to reward the compliant traders with quick and hassle free clearances.
With the inception of Pilot Project of CARE, Pakistan Customs has ushered in a new phase of modern and efficient administration where all the activities are automated and no task is left outside the scope of automation. It envisages a paperless environment and electronic transfer of information with all its stakeholders.
Its aim is to run entire operations through a state of the art automated systems thereby increasing its efficiency manifold.
I am pleased and take pride in saying that the new system is completely paperless and web based. It is an online system, whereby the trader can file his declaration from his Head Office in Islamabad, pay his duties from a field office in Lahore and clear his goods for factory in Karachi. It is based on self assessment and it has an automated risk management system. It is based on completely re-engineered business process and procedures.
PACCS provides complete transparency, predictability and clarity to trade. It is compatible with CSI and ISPS. As the dwell time comes down from 15 days plus to under 24 hours under the new automated clearance system, the inventory cost, demurrages etc will also reduce thereby cutting down the cost of doing business in Pakistan.
The launching of Customs Administrative Reforms in Karachi is indeed a big step forward. The electronic gateway to Customs will serve as a catalyst for the business growth in the national economy. This implies the integration of information and processes that are most vital in today's fast changing and moving trends in the business chain.
A key feature of CARE is that is places trust and confidence on the business community. With CARE, we renew our resolve for facilitating legitimate trade. In view of new realities emerging on the domestic and international scene, Customs cannot just be contend with the achievements of targets but it also has to ensure expeditious clearance of goods and effective compliance of national as well as international laws.
