India launched on Tuesday (12 April) an ambitious plan to provide health care to its rural poor, committing an initial 67 billion rupees or 1.5 billion dollars to the programme. Calling the announcement of the programme a "very important day" of his 11-month-old Communist-backed Congress government, Prime Minister Manmohan Singh said India has grossly neglected the health of its citizens.
India spends a scant 0.9 percent of its gross domestic product (GDP) on health care.
