I was disturbed if a well-reputed collage within few kilometers from the Higher Education Commission was advertising, giving admission wasting the precious years of students.......

So just think of such educational institutions that are involved in cheating the students working thousands of kilometers from the HEC.
Why not think of students whose lives are destroyed?
And what about the parents whose money is wasted?
