Communication Minister Shamim Siddiqui on Tuesday said in the Senate that Rs 17.32 billion has been allocated for National Highways Authority (NHA) in Public Sector Development Programme (PSDP) 2004-05, out of which Rs 10.703 billion has been utilised. Earlier, Senator Mohammed Ali Barohi raised a question on allocation and utilisation of the amount on construction of national highways.
Rozina Alam from the treasury benches asked the Social Welfare Minister Zobaida Jalal to elaborate on the registration and supervision mechanism of non-governmental organisations.
Zobaida said that the voluntary and local organisations are presently being registered and regulated under various laws, acts and ordinances.
She said that each of these laws provides regulatory role to several agencies and empowers the concerned registration authority to oversee and supervise the actions of the NGOs registered and operating in their respective domains.
Bibi Yasmeen Shah questioned the working of the Social Welfare Ministry and inquired from the minister reasons of mismanagement of Rs 300 million allocated for "Tawana Pakistan" programme.
Zobaida Jalal said that the amount has been provided in the current budget by the Finance Division, through Public Sector Development Programme (PSDP), and out of the total amount, the Social Welfare Ministry has released Rs 29.637 million up to April 20.
On a question raised by Senator Nighat Mirza, Labour and Manpower Minister Ghulam Sarwar Khan said that Rs 16,199.09 million was received in the Workers Welfare Fund during the last five years.
He said that Rs 8,790.05 million has been disbursed to provincial workers welfare boards, and Rs 7,551.923 million has been spent on various projects for the welfare of labourers.
The communication minister, while answering a question raised by Chaudhry Muhammad Anwar Bhinder, said that rehabilitation and capacity upgradation of Lahore-Gujranwala Section of the National Highway to six lanes is jointly funded by the World Bank and the Government of Pakistan.
He said that the construction work is likely to commence by September this year at an estimated cost of Rs 2.5 billion and there is a provision of Rs 2,375 million for NHIP project in PSDP 2005.
Senator Rozina Alam asked Adviser to the Prime Minister on Women Development Nilofar Bakhtiar, to give the number of illiterate women councillors.
Nilofar said that there is no prescribed educational qualification for women councillors of the local government institutions and the Election Commission has got no consolidated information about them.
Senator Ilyas Bilour raised a question on the money spent on maintenance and construction of national highways in NWFP during the last two years.
While answering this question, the communication minister said that Rs 1,127.146 million has been spent on repair and maintenance of national highways.
When Bilour inquired from the Education Minister Javed Ashraf Qazi to give details of the amount provided to the provinces for education sector during the current financial year, the minister said that the ministry has provided Rs 2,444.682 million to the provinces through its PSDP 2004-05.
