Corruption, dishonesty and injustice exist in all sections of the Karachi Water and Sewerage Board, particularly in the office of DMD (T/S) and Chief Engineer (W/D) that control all connections (legal and illegal), disconnection's and above all water-distribution to the entire to Karachi through their various Executive Engineers and Valve-Operators (VIPs).
The said officers and staff misuse their technical authority. Since they hold the main keys to the opening and closing of water, they can maximise water-scarcity on the one hand and also can equally minimise water-problems to the whole of Karachi on the other hand. The system of the whole KW&SB entirely lies on them as they are considered to be the backbone of the institution. While enough quantity of water is available in the various stock-tanks and reservoirs of KW&SB but the actual problem lies in its 'Dishonest and Unequal Distribution' to the whole city.
The Chief Engineer (W/D) and his field service officers/staff being 'Key-Operator' of KW&SB, in complete ignorance of the government's policy have self-designed the quota of water-supply to various legal as well as illegal connections. While the regular tax-payers do not get a regular-supply, the many illegal connections get a regular supply of water. Despite the payment of water-tax, citizens are being subjected to pay bribes for water-supply. Those who do pay bribes hardly get water for 3-4 hours on 2-3 days only in a week or even no water at all. They have to buy water from other resources. Water scarcity purposely created by the 'WATER-MAFIA' is victimising thousands of consumers living in apartments of various high-rise buildings in Gulistan-e-Jouhar (KW&SB W-City Div), Karachi.
Distribution of water to the whole of Karachi at the discretion of the Chief Engineer (W/D) goes to prove that enough water is available but the actual problem is arising due to its dishonest and un-equal distribution, controlled by a Water-Mafia. This ill-system is definitely serving the vested motives of certain corrupt officials in the KW&SB at the cost of public and Government interest. While there is great disparity in the supply of water, it is being unjustifiably charged without the provision of actual supply and consumption readings through the 'Water Reading Meters'.
The Honourable President of Pakistan and Governor of Sindh are requested to arrange for the honest and equal distribution of water with its justified billing to consumers in Karachi.
