The Central Board of Revenue (CBR) conducted interviews of two foreign consultants from USA and South Africa through video conferencing at World Bank (WB) office, Islamabad, for appointment as Project Manager for Program Management Unit (PMU) for speedy implementation of reforms. The organisational structure of PMU was drafted by former Member Tax Policy and Reforms M S Lal and now its is under implementation stage.
The program management unit (PMU) of CBR has started its work for timely implementation of major taxation system reform projects in Pakistan. The Tax Reform Implementation Plan would be executed through PMU with focus on voluntary compliance and other taxation reform projects agreed with the International Monetary Fund (IMF) and World Bank (WB).
Official sources told Business Recorder here on Tuesday that CBR Chairman Abdullah Yusuf and his team of tax managers went to WB office for conducting interviews through video conferencing, as the facility is available only with the WB. The interviews were conducted by CBR Chairman, Member, Tax Policy and Reforms Khawaja Tanvir Ahmed, Member, Direct Taxes Salman Nabi, and Member, Information Management System (IMS) Amir Z A Chaudhry.
Officials said that CBR would select project director from these two experts from USA and South Africa. One of the candidates has experience of IT at Uganda, and the other has worked as a tax expert at Bulgaria.
PMU was set up for proper implementation of reforms through a team of dedicated tax officials and one expert from private sector. The task of implementation of reforms would be carried out by PMU without any additional cost. The most challenging task was to formulate the organisational structure of PMU, which would monitor the reform process. PMU would operate under the chairmanship of Member Tax Policy and Reforms for proper implementation of all the tax reform projects in the country.
PMU has been divided into two major components ie 'policy and reforms' and project management wing. Project management would be headed by a program manager, to be hired from private sector.
