Four-day meeting of Public Accounts Committee (PAC) of the National Assembly will start here on Tuesday to examine accounts and audit reports of various ministries and divisions for the year 2000-01. PAC Chairman MNA Malik Allah Yar Khan will chair the first sitting on Tuesday to take into consideration the appropriation accounts of the parliamentary affairs division.
On the same day, the committee would also examine the audit report of the information technology and telecommunications division for 2000-01.
On Wednesday, the appropriation accounts for the narcotics control Division and the ministry of religious affairs, zakat and ushr would come under consideration.
The appropriation accounts of the ministry of environment and the paras of the ministry of industries and production audit report that were left during the last meeting would be taken into account on Thursday.
The PAC in its meeting held on May 26 directed the ministry of industries to constitute a task force of experts to seek proposals for the privatisation of Heavy Mechanical Complex (HMC), Taxila and report back within two months.
But a member of the highest parliamentary forum responsible for the accountability of different ministries and divisions told Business Recorder there was still no clue that the industry ministry would submit any such report.
Sources informed this scribe that the ministry didn't give any importance to PAC directive and as yet no such task force has been formed.
On the last day, the committee would hold its internal meeting to review the performance of panel during last two years after it was formed following the restoration of the Parliament in the country in 2002.
NO MENTION OF PIA BRIEFING: According to the agenda of the meeting obtained by Business Recorder, there was no mention whether Pakistan International Airlines (PIA) would brief the committee about its Fokker replacement plan or not.
The PAC took note of the reports of alleged irregularities in PIA's Fokker replacement some three-month back and directed the national flag carrier's then chairman Chaudhry Ahmed Saeed to let the committee know as to what is going on in the airline.
But the gentleman allegedly kept on flouting the PAC directive and refused to appear before the committee.
In the meanwhile Chaudhry was replaced, but his successor Tariq Karmani also didn't bother to brief the committee.
Whether or not the most powerful Constitutional forum would be able to stretch PIA head across the accountability table is still a question to be answered in the days to come.
