The proceedings of the NWFP Assembly on Wednesday witnessed the worst ever commotion when Speaker Bakht Jehan Khan gave floor to Provincial Minister for Law and Parliamentary Affairs, Malik Zafar Azam to table the controversial Hasba Bill for consideration.
As the minister for law and parliamentary affairs took the floor, a huge uproar - the worst ever - was witnessed in the House. Senior parliamentarian and parliamentary leader of PPP-Parliamentarian wanted to speak on a point of order.
He drew the attention of the chair to Article 229 of the constitution, which stipulates that if 2/5 of the members of the house consider that any law is repugnant to the teachings of Islam, it would be sent to the Council of Islamic Ideology (CII) for consideration. But, the Speaker overruled the point of order, invoking Article 230 and 84 of the constitution.
The opposition members strongly reacted to the overruling of the point of order, and a strong uproar went up from both the opposition and the treasury benches. The opposition members were chanting slogans "No" "No" and vowed to refer the bill to the CII under Article 229 of the constitution. The Speaker entertained the point of order afterwards, when the law minister had already moved his motion, seeking debate on the Hasba Bill.
The parliamentary leader of PPP (Parliamentarians), Abdul Akbar Khan,[who was supported by parliamentary leaders of PPP (Murid Kaazim), PML-N (Anwar Kamal Khan), PML (Mushtaq Ghani) and ANP (Bashir Ahmed Bilour)], in his point of order, while quoting Article 229 of the constitution, urged the chair to refer the Hasba Bill to the Council of Islamic Ideology, which stipulates that if 2/5th of the house deemed it necessary, they could send the same to the CII.
