United Kingdom has extended over $1 million grant for Ministry of Environment to spend in organising second South Asian Conference on Sanitation being held in Islamabad in November this year. A cost sharing agreement was signed on Thursday at Ministry of Environment by the Department of International Development UK and the United Nations Development Fund (UNDP) with the UNDP bearing the responsibility to manage the spending of the grant.
Yusaf Samiullah DFID head in Pakistan and UNDP Deputy Resident Representatives, Haoliang Xu inked the agreement in presence of Minister for Environment Major Tahir Iqbal (Retd), Minister of State for Environment, Malik Amin Aslam and senior officials of the ministry.
Speaking on the occasion, the minister appreciated the DFID for extending grant and ensured its positive utilisation for addressing the sanitation problem facing Pakistan.
"The government is committed to provide better sanitation facilities to people and a comprehensive sanitation policy was being formulated to address masses problems," he said.
Draft Sanitation Policy will be presented at Sacosan," he said and added, to improve the environmental situation and address the poverty-environment nexus, a comprehensive National Environment Policy has also been formulated.
He said work has already been initiated on National Drinking Water and Sanitation Policies to provide an overarching framework for enhancing drinking water and sanitation coverage.
He said with the support of UNDP, the ministry was also implementing the NEAP-Support Programme to address number of key poverty-environment related issues.N"Similar interventions are being planned to be implemented under the Government's Medium Term Development Framework, 2005-10 with an allocation of Rs 28.4 billion," he said.
The minister said, being cognisant of the important role of improved water and sanitation in alleviation of poverty and to meet the Millennium Development Goals, the government has recently launched "Clean Water for all Programme".
Under this Rs 10 billion programme, clean water will be provided to every citizen of Pakistan, he said and hoped, Pakistan will achieve the Millennium Development Goals in terms of clean drinking water supply by 2008.
The government is also working on giving property rights to Katchi Abadi residents and addressing their sanitation issues.
"I am indeed very happy and encouraged to see the all out support which we are getting from international development partners in this respect," he added.
UNDP Deputy Resident Representative, Haoliang Xu said the UNDP was pleased to sign this agreement for holding the conference that will hopefully go a long to addressing the sanitation problems in Pakistan and the South Asian countries.
"Water and sanitation issues are the serious issues in the region and the conference will help evolve strategy to address the problems," Haoliang said.
He expressed the hope that money is properly utilised for addressing the issues like waste and sanitation.
Yusaf Samiullah said, Department of International Development was taking the privilege to extend grant for holding Sacosan that would prove to be a way forward for evolving comprehensive policy in addressing sanitation issues.
He said the UK government and the DFID will be happy in extending assistance to Pakistan to address core social issues and help evolve masses oriented policies.
He hoped that Islamabad Declaration at the end of conference will fully focus on framing a policy to overcome problems facing Pakistan and the region.
Second Sacosan is being held in Pakistan in November with main objectives to review Sacosan-2003 decision, increase outreach of sanitation agenda, facilitate development of country-specific as well as regional frameworks for sanitation, share experiences and lessons learnt at the regional level in implementing the Dhaka Declaration, reiterate political commitment at all levels in each country to facilitate sanitation agenda in the region, and to develop and review planning framework to achieving the Millennium Development Goals's targets in each country.
Sacosan-2005 is likely to be attended by more than 400 national and international delegates, including state dignitaries from the South Asian Countries and representatives of various national and international organisations.
