Internationa1 Civil Aviation Organisation (ICAO) has laid down standards and recommended practices for the safety and security of aviation industry and expects contracting states to implement the same.
ICAO, which is a UN agency and an international regulatory body for civil aviation, has taken the initiative in view of growing concern for the safety and security of the airports and aircrafts after the catastrophe of 9/11.
As a measure, it has started regular, mandatory, systematic and harmonised audits of its 188-member states accordingly, with the concurrence of the member states. ICAO has prepared universal security audit programme (USAP). Pakistan, as a signatory state to ICAO security conventions is obliged to implement these provisions.
In this context, a three member ICAO audit team arrived in Pakistan earlier this week and is currently conducting a security audit for the aviation security (AVSEC) system in place with focus to Jinnah International Airport (JIAP) an aviation hub of the country. Pakistan will be the 85th state, which will thus be audited.
The objective of the audits is to closely examine the implementation of the students contained in ICAO's security provisions and to suggest corrective action(s) in the security chain. After successful audit JIAP Karachi will emerge as an airport cleared by ICAO and will boost the confidence of the travelling public with regards to security and safety measures at civil airports in Pakistan.
