The facts on 'KW&SB tax bills' highlighted by Abu Ali Ahmed in the Business Recorder of 14 August 2005, also focus KW&SB's own violation of Sindh Government's gazette notification read with letter of the Managing Director, Karachi Water and Sewerage Board (KW&SB) no: MD/RRG/KW&SB/1089/2001 dated 1 October 2001 at page-2, which prescribes applicable rates of (Bulk Supply) at para-4 (metered domestic) water @ Rs 44/-per 1000 gallons.
In the case of flats, the gazette provides 50% of GF against water as well as sewerage charges for each single story of a high-rise building. Accordingly the entitlement of water per flat (consumer) of each story is the same but differs from other flats (consumers) of other storey. The average water entitlement per flat of covered area 1463-1930 sqft, thus ranges between 95-225 gallons per flat/day for (total 760 flats) complex 'Rufi Lake Drive' in Gulistan-e-Jouhar, Karachi.
Since 1996, in actual practice the KW&SB has been making supply of water for just 2-3 hours on 'alternate days' of week instead of 'daily supply' and at times nil drop of water even on alternate (turn-day) of supply. Further, neither any 'water reading meters' have been installed at bulk as well as individual flat supply connections, nor the water bills issued by KW&SB against individual flat (consumer) reflect any water supply/consumption readings.
How KW&SB against its irregular supply of water and in the absence of 'water reading meters' can justify the quantified supply of water entitlement (as per gazette notification) and correct charging of water bills to the consumers living in apartments at different storey of a high-rise building. In fact, the flat residents of Rufi Lake Drive in Gulistan-e-Jouhar, Karachi are not getting even 30% of their water entitlement, as per gazette. But KW&SB is charging water bills against its 'assumed quantity' in an arbitrary manner, which is highly injudicious.
The 'sewerage service' of KW&SB is also very bad. There is no regular cleaning of main sewerage lines as a result the lines are chocked and blocked and causing reversal of drainage water to flow over streets and roads, creating environmental mess-up and health hazard.
The Governor of Sindh is requested to kindly intervene and order MD-KW&SB to ensure daily supply of water instead of alternate days, fixation of water reading meters at bulk and individual connections in flat complexes of Gulistan-e-Jouhar, Karachi, adjustment of water-bills paid in excess by the consumers of Rufi Lake Drive since 1996 and proper sewerage service.
