Speakers at a workshop have recommended establishment of National Occupational Safety and Health Council (NOSHC), merger of different institutions into one National Institution for Workers' Welfare and simplification of labour laws.
The workshop "Labour Protection Policy" was jointly organised by Ministry of Labour, Manpower and Overseas Pakistanis and Small and Medium Enterprises Development Authority (Smeda), at a local hotel on Tuesday.
In first session of the workshop, total four working groups were assigned to present their recommendations on specific topics.
The first group was assigned to present recommendations on "basic rights and coverage". The group recommended that service provider should be enlisted with labour department, rate of minimum pension should be equal to minimum wage, while employer and government should contribute equal share and minimum wages should be linked with inflation rate as declared by State Bank of Pakistan (SBP).
They also recommended introducing youth apprenticeship programme to avoid child labour.
Talking about "working conditions and environment", the second group suggested to establish a National Occupational Safety and Health Council to advice the government on matters related to safety and health of workers, existed National Commission must be made functional, to continue 48 working hours per week and worker should not refuse to call of overtime as per requirement of establishment.
The third group, assigned on "social security and living conditions", recommended to simplify procedure for medical benefits for workers under social security, transparency in social security registration and merger of different institutions into one national institution for workers' welfare.
They said the national institution should issue a universal card to workers so that they could avail all benefits and card should be valid throughout the country besides, the institute should work in co-ordination with other agencies to improve living conditions of workers.
The fourth group presented recommendations on "compliance and capacity building". This was the first consultative workshop in Sindh.
