The Pakistan Readymade Garments Manufacturers and Exporters Association (Prgmea) has urged the Ministry of Commerce to extend the Research and Development (R&D) support to garment exports to Turkey and other non-traditional markets to help exporters capture new customers.
The Prgmea South Zone Chairman, Atiq A Kochra, said in a statement on Tuesday that Turkey was the only quota country not included in the R&D support scheme.
He suggested that the time limit for filing R&D support claims should be extended from 30 days to 60 days because the up country exporters could not meet the deadline.
He further said that a large number of claims had become redundant due to the time limit. An amnesty scheme should be announced for the acceptance of all time barred claims.
The Prgmea Chairman expressed concern over the delay in payment of R&D support, which is presently about two months. The delay is mainly due to the objections raised by the State Bank of Pakistan and the issuance of Annexure III Form by the Customs.
Atiq Kochra suggested that the schedule banks should be given the responsibility to process and verify the claims and forward the same to the State Bank of Pakistan ready for payment.
The Executive Director, State Bank of Pakistan assured the Prgmea in a meeting that all pending R&D claims would be paid in a month.
The Collector of Export has also assured the Prgmea that the Annexure III Form would be handed to the exporters at the time of shipment.
The Prgmea Chief thanked the SBP Executive Director, Director and the Collector Exports for their co-operation in resolving garment exporter's problems.
