The Senior Superintendent of Police (SSP) Islamabad has said that the Police would obtain arrest warrants of Ramzan Khokhar, builder of the Margalla Tower Sector F-10, Architect Abdul Hafeez Sheikh and high-ups of the Capital Development Authority (CDA) from the local court.
Police have registered cases against the owners, contractors, and architect of Margallah Tower and concerned CDA officials for using substandard material in its construction and taking no action against the sale and purchase of the faulty apartments. Many people died in collapse of faulty Margalla Tower soon-after earthquake on Saturday (October 8) morning.
SSP told reporters that cases had already been lodged against the accused.
It is worth to mention the survivors and the families of victims have been demanding registration of case and immediate arrests of the builder, architect of Margalla Towers and concerned officials of the CDA on the charges of criminal negligence and using sub-standard building material, which resulted in collapse of the building due to earth quake and killings of people.
The commercial plot of the posh F-10 sector, on which tower was constructed was allotted by the CDA to its own ex draftsman in violation of rules. CDA high-ups have been accused of not checking the high-rise buildings of the capital city prior to the Saturday 's earthquake.
Margalla Towers was quite an expensive project, but it was later declared dangerous.
CDA however failed to take any action against owners of the building who happened to be an ex draftsman of the CDA.
In sheer violation of the law of the land and rules and regulations of the CDA, the owners sold apartments without having a completion certificate from CDA.
Citizens, lawyers's bar and other organisations accused the CDA high-ups of protecting builder of the Margalla Towers instead of taking action during sale of the apartments, which led to shifting of the purchasers of individual apartments into faulty building.
CDA had advertised the auction of three plots for luxury apartments in Markaz F-10 and called for pre-qualification of developers in 1991.
After the formal process, Site No 1, Markaz F-10, Islamabad was allotted to M/S C.C.C. Associate on 14-12-1992 to construct Margalla Towers.
The owners of the building were allowed ground plus nine storeys with a basement with a total covered area 251,381.18 sq. ft.
Aggrieved people accused builders of high-rise apartment complex of not following the building codes.
CDA High-ups who had issued No Objection Certificate (NOC) were also held respondent.
