Treasury members in NWFP rejected their own official North-West Frontier Province Societies Registration (Amendment) Bill 2005 with majority to block the proposed regularity laws for religious seminaries in the province.
The Bill, introduced by Minister for Law and Parliamentary Affairs Zafar Azam attracted severe criticism from treasury members, mostly holding 'Sanad' from religious teaching institutions.
The amendment bill requires addition of a new section 21 to the Act requiring establishment of 'Deeni Madaris'.
The bill would make it obligatory on every Deeni Madressah to submit annual report of its activities and performance to the Registrar of Societies. They would also have to maintain accounts of actual expenses and receipts. The Madressah shall cause to be carried out audit of its account by an auditor and submit its audited accounts to Registrar.
According to the bill, no Madressah would be allowed to teach or publish any literature, which would promote militancy or spread sectarianism or religious hatred.
As the law minister tabled the bill, a number of MPAs from treasury benches raised objections and called for holding debate on the bill and giving them time to suggest amendments in it. Nizamuddin, Amanat Shah and Mohammad Idrees and Mohammad Khan of MMA said the amendments were tantamount to tie own hands and the snatching of rights given by even British Raj.
They called for sending the bill to House Standing Committee on Parliamentary Affairs for detailed review, to which Abdul Akbar Khan of PPP-Parliamentarian, Bashir Ahmad Bilour, ANP, and Anwar Kamal Khan Marwat of PML-N objected and said the bill had already been tabled and even the period of deliberation had passed.
Sensing the situation, the minister said the purpose of presenting the bill before the house was to seek consent of members and not approval from the assembly.
After a brief adjournment, the Deputy Speaker resumed the proceedings and gave his ruling and asked the house to decide. Majority of members sitting in the house shouted a big NO to the Bill.
Meanwhile, the house passed University of Science & Technology Bannu Bill, 2005 and north-west Frontier Province Forestry Commission (Amendment Bill). Education Minister Fazal e Ali and Inayat Ullah Khan tabled the Bills.
