Partly Facetious: a hidden element in defence spending?

"Methinks the President looks beleaguered."
"Well, he deserves it. I mean look what he has done to the world - spread hatred against his own people, got US soldiers killed in Afghanistan and Iraq, changed laws in his country that makes the US look like a country run by a third world dictator."
"What in the world are you referring to?"
"The Patriot Act, the detention of foreigners Act, the memo that says the Geneva Conventions do not apply to their war on terror..."
"I was actually referring to President Musharraf when I said he looked beleaguered."
"Musharraf is sitting pretty. Don't think there is any real threat to his power yet!"

"Apparently he went and thought about it and someone, let's assume someone just as naïve as himself, advised him to say the largest expenditure item is establishment at over 30 percent."
"Did the same person tell him that this dramatic rise in establishment expenditure can be attributed to his government! Mian Nawaz Sharif, irrespective of his IQ, in his last budget as PM had an outlay for establishment well under 10 percent!"

"Public Sector Development Programme which was I think only 0.1 or 0.2 percent lower than defence."
