The Punjab Assembly in its private members day here on Tuesday adopted a resolution, presented by legislator Misbah Kaukab, to amend Muslim family laws by including information on number of children from previous marriages of bride and the bridegroom in the "Nikah Nama".
Punjab Assembly opposition leader Rana Sanaullah opposed the resolution and said that the government should bring in laws instead of presenting resolutions on the issue. On a privilege motion presented by opposition MPA Syed Ehsan Ullah Waqas on the presentation of Council of Islamic Ideology (CII) report, Punjab Law Minister Muhammad Basharat Raja informed the House that it would be presented in the assembly in the next session.
On a question of MPA Noor-ul-Nisa Malik on providing houses to the lesser income groups in the rural as well as urban areas, parliamentary Housing Secretary Ijaz Hussain Farhat said that such houses have been provided by the Housing and Physical Planning Department in 75 villages of the province.
The House disposed of an amendment proposed by Tanvir Ashraf Kaira in the Provincial Motor Vehicles Bill 2005 to end compulsory use of helmets for motorcycle riders. Punjab Public Health Engineering Minister Mushtaq Kayani while opposing the proposed amendment said that laws in this regard would be improved after proper consideration and taking feedback from all the stakeholders.
The minister also said that there was a need of proper discussion on the benefits and disadvantages of use of helmets before making some legal amendments.
The House accepted two resolutions presented by MPA's Tanvir Ashraf Kaira and Asghar Ali Gujjar about requesting the federal government to intensify efforts for returning money of the affected people of the forex scam.
The House passed a resolution by an MPA for setting up a university at Dera Ghazi Khan.
The House disposed of a resolution presented by an MPA to give recommendations to the federal government for removing 0.1 percent duty on withdrawal of amounts from the bank accounts. The MPA argued that such a duty was having negative impact on the business.
On a point of order by MPA Arshad Baggu regarding appointment of provincial assembly members as "Justice of Peace" Law Minister Muhammad Basharat Raja said that he would ask the home secretary about it.
MPA Sheikh Allaudin while drawing attention of the House on a news item regarding unclaimed accounts of Rs 30 billion lying with the State Bank, informed the House that Rs 26 billion out of the unclaimed amount belonged to the people in Punjab. He asked that this amount should be claimed by the provincial government to be spent for development here and relief of quake-affected people, he added.
The Punjab Assembly discussed arrangements for conducting trial of accused of heinous crimes in jail premises. The law minister said that steps were being taken to avoid any untoward incident during transportation of such accused from jail to the court and back to jail premises.
An opposition MPA raised question of treatment meted out to former federal minister Yusuf Raza Gillani in Adiala jail. The law minister said relevant facilities were being provided to him.
On questions regarding sewerage and polluted drainage water in Faisalabad, the House was informed that factories involved in such incidents have been warned.
Provincial minister Mushtaq Kayani on questions about sewerage and plinth level Master Plan of Pakpattan and Arifwala said that as per a report received from a engineering consultancy the sewerage plan has been made for certain areas of the city of Pakpattan. The House was later adjourned to meet again on Wednesday at 10:00 am.
